Final phase of agent orchestration (runbook §8).

New reflect.yaml: triggers on a merged PR (pull_request closed+merged) or agent/reflect on a PR. Distils lessons via claude (opus) and opens additive, allowlisted PRs against valssi/docs + valssi-public/agent-workflows, then ticks the parent epic children block. Docs-only, runs as CLAUDE_DEV_PAT, never merges.
dispatch.yaml: agent/reflect added to the resolve gate + role-default opus; new reflect job (needs resolve, if: always() so the merged-PR path runs when resolve is skipped; model || 'opus' fallback).
agents/reflect.md: status planned->active, model_default opus, tier_aware true, corrected repo targets.

Validated: js-yaml + bash -n on all shell blocks. Merges are human-only — please review + merge.
