Fan-out of the tick split (see valssi-public/agent-workflows#24, already merged): schedule ticks route to the single-job tick.yaml at 30-min cadence instead of expanding the 8-job dispatcher every 15 min. Part of the 2026-09-04 disk-full outage fix.
