Development work is no longer automated through Forgejo issues, labels and the runner. All 30 repos dropped their caller on 2026-09-29 (#26 here), so dispatch.yaml and tick.yaml are never called. This PR updates the docs to match.

README: opens with an abandoned notice and a Current state table:
- callers are gone and the route workflows are inert;
- dind-prune.yaml is still live, because the devagent runner still serves CI;
- labels and org variables are still set, but nothing reads them;
- "do not onboard a repo".
The old description is kept below as How it worked (historical), so existing labels and agent-state comments in the estate can still be understood.
agents/, lib/, learnings/ READMEs: one-line notice pointing to the top-level README.
DECISIONS: 2026-09-29 entry, initiator Ellen. It quotes the #26 commit message ("no longer used"). The deeper rationale and any replacement are not recorded; please add them in review if you want them on file.
CHANGELOG: entries for #26 and this change.

The callers were removed estate-wide on 2026-09-29, so nothing reaches
dispatch.yaml or tick.yaml any more. README now leads with the current
state (inert routes, live dind-prune, leftover labels and org variables)
and keeps the old description as a historical section. DECISIONS and
CHANGELOG record the abandonment and PR #26.
