MERGE FIRST — callers reference tick.yaml@main.

Part of the 2026-09-04 disk-full outage fix: schedule ticks were expanding the full 8-job dispatcher in every repo every 15 min (38 caller files, ~29k+ dead action_run_job rows/day), which filled the Forgejo volume and crashed Postgres.
